Description

POSITION SUMMARY:

The Shop Foreman is responsible for leading the fleet and equipment team on a daily basis. This shall include oversight of work assignments, repairs, inventory management, work orders, quality assurance, and overall coordination within the fleet department of all ERC-owned fleet vehicles and equipment. This is a “working” position, meaning the Shop Foreman will be expected to perform hands-on maintenance activities in addition to administrative duties.

 

ESSENTIAL DUTIES AND ACCOUNTABILITIES:

1. Assumes responsibility of oversight of the fleet and equipment team on a daily basis.

a. Directs daily operations via input from the management team. Obtains and conveys information and communications as appropriate.

b. Plan, schedule, and execute work as required by corrective and/or preventive maintenance needs by assigning and coordinating with personnel.

c. Develop schedules and programs, prioritize response and repairs as required.

d. Produce daily work assignments to comply with workload.

e. Oversee QA/QC functions of work orders within the Maintenance Management System.

f. Produce reports, plans, and work orders as needed to properly document findings and actions.

g. Check completed assignments to ensure quality and workmanship meets, or exceeds, standards and requirements.

h. Coordinate schedules with other sections and departments.

i. Work closely with contractors, vendors, and repair facilities as required.

j. Purchase materials, supplies, and equipment following all procurement guidelines.

k. Checks and maintains adequate inventory and spare parts, keeps the management team informed of shortages and/or needs.

l. Controls and accounts for equipment and materials.

 

m. Aid in time and performance management duties as required, time-clock verifications, time approvals, and input on employee performance.

n. Perform other duties as assigned by the management team.

 

2. Assumes responsibility for ensuring safety and training requirements are met by the fleet and equipment team.

a. Provide on-the-job training for new employees, document results that show acceptable performance, and areas that need improvement.

b. Ensure employees meet all recurring training requirements.

c. Verify all employees have, and use, personal protective equipment (PPE) used in correct manner.

d. Ensure all duties are performed in a safe manner.

 

3. Assumes responsibility for these service areas.

a. Vehicle fleet repairs and services.

b. Fleet equipment and associated machinery repairs and services.

 

4. Assumes responsibility of performing manual labor and field work.

a. Schedule, assign, plan, prioritize, and monitor the work of subordinate mechanics performing a variety of tasks.

b. Train and instruct equipment operators in the correct/proper usage of equipment.

c. Inspect, diagnose, modify, and repair facility equipment.

d. Independently perform safe, effective, timely repairs and maintenance to facility equipment.

e. Perform a predetermined schedule of preventive maintenance.

f. Perform Annual State Vehicle Inspections.

g. Record and maintain work orders, service records, materials used, etc.

h. Accurate and timely submission of all reports.

i. Lead inventory activities (ordering, purchasing, maintaining stock levels, etc.).

j. Safe disposal/removal of all hazardous wastes generated by oil changes, contaminated fuel, etc.

k. General housekeeping duties of the shop area.

l. Use extensive knowledge of available materials and the latest technologies to plan and select the materials and tools to be used for repair and maintain facility equipment

m. Remains up-to-date on information about new technology in materials, methods, and equipment.

n. Perform all duties in a safe manner and adhere to all established safety guidelines, policies, and laws to include but not limited to vehicle operation and maintaining a safe driving record with zero preventable accidents.

EXPERIENCE AND EDUCATIONAL REQUIREMENTS:

High school diploma or equivalent with prior experience repairing and maintaining a wide variety of equipment (gas/diesel operated equipment such as vans, trucks, wreckers, front-end loaders, etc.). Previous experience in a lead role or directing the work of others.

 

ESSENTIAL QUALIFICATIONS:

1. Strong interpersonal skills; ability to develop and maintain cooperative working relationships with others.

2. Experience providing effective leadership to subordinates

3. Considerable knowledge of vehicle and equipment maintenance principles and practices

4. Experience writing clear and detailed service reports

5. Experience purchasing equipment parts

6. Independently perform major repairs and maintenance to facility equipment

7. Good oral and written communication skills

8. Ability to pass Criminal History Background Check and drug screen

9. Experience performing Annual State Inspections on equipment

10. Current ASE Master Technician certification preferred or ability to obtain within six months of hire

11. Certified Annual State Vehicle Inspection inspector

12. Valid Virginia Driver’s License; Commercial Driver’s License preferred

13. Must be at least 18 years old

14. Ability to obtain a VDOT Security Clearance

 

PHYSICAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION

 

CLIMBING: Including ladders, scaffolding, ramps, poles, etc.

 

BALANCING: Bending downward and forward at the waist. Requires full use of lower extremities and back muscles.

STOOPING: Bending downward and forward at the waist. Requires full use of lower extremities and back muscles.

STANDING: For extended time periods.

 

WALKING: Especially for long distances.

 

PUSHING: Using upper body to press against something with steady force.

FINGER DEXTERITY: Using primarily just the fingers to make small movements such as typing, picking up small objects, or pinching fingers together.

REPETITIVE MOTIONS: Movements frequently and regularly required using the wrists, hands, and/or fingers.

 

ACUTE HEARING: Able to perceive a forced whispered voice in the better ear at not less than 5 feet with or without the use of a hearing aid or, if tested by use of an audiometric device, does not have an average hearing loss in the better ear greater than 40 decibels at 500 Hz, 1,000 Hz, and 2,000 Hz with or without a hearing aid when the audiometric device is calibrated to American National Standard (formerly ASA Standard) Z24.5—1951.

 

AVERAGE VISUAL ABILITIES: Must have distant visual acuity of at least 20/40 (Snellen) in each eye without corrective lenses or visual acuity separately corrected to 20/40 (Snellen) or better with corrective lenses, distant binocular acuity of at least 20/40 (Snellen) in both eyes with or without corrective lenses, field of vision of at least 70° in the horizontal Meridian in each eye, and the ability to recognize the colors of traffic signals and devices showing standard red, green, and amber.

 

PHYSICAL STRENGTH: Medium work; exerting up to 50 lbs. occasionally, and/or up to 20 lbs. frequently, and/or 10 lbs. constantly.

 

 

WORKING CONDITIONS

 

· Worker is subject to varying inside and/or outside temperatures, which may include extreme heat

(temperatures above 100 degrees) or extreme cold (temperatures below 32 degrees).

 

· Work is performed both inside and outside. Subject to weather.

 

· Must work in a very noisy environment, which requires workers to shout to communicate.

 

· Must work under hazardous conditions including high places, chemical exposures, electrical current, moving machinery, exposure to blood, etc.

 

· The worker is subject to fumes, odors, dusts, gases, poor ventilation, etc., which affect the skin or respiratory system. Must work using a tight-fitting facepiece respirator.

 

 

MENTAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION

 

REASONING ABILITY: Ability to apply logical or scientific thinking to define problems, collect data, establish facts, and draw conclusions. Able to interpret a variety of technical instructions and can deal with multiple variables.
