Responsible for the planning and overseeing the work of the maintenance staff to ensure safe and efficient operations for ERC roadways, bridges, tunnels, and facilities. Identifies, monitors and troubleshoots problems. Keeps records of work performed and completes maintenance history logs.
ESSENTIAL FUNCTIONS AND BASIC DUTIES
1. Assumes responsibility for the efficient and effective performance of maintenance activities and equipment usage.
a. Provides training to all maintenance crewmember and seasonal positions.
b. Operates light/medium duty maintenance equipment (pick-up, dump truck, crash cushion truck, cone truck).
c. Uses a wide variety of roadway maintenance tools (chain saw, concrete saw, portable generator, air compressor, jack hammer, etc.)
d Performs preventive maintenance on light/medium duty equipment under direction of supervisor and/or Maintenance Manager.
e. Performs routine and emergency roadway maintenance work, as directed within established time frames.
f. Installs, maintains, monitors and removes various types of roadway lane closures (mobile and static) under the direction of Maintenance Supervisor.
g. Monitors and directs roadside and facility landscaping work, such as; clearing weeds and brush, and planting and trimming.
h. Assigned vehicle(s) kept in good working condition, fueled up at end of work day, tools removed, and cleanliness of vehicle maintained; perform preventative maintenance as required.
i. 100% of all recordkeeping, documentation, reports, etc. submitted in accurate, readable format by due date.
j. Perform Pre-Trip and Post-Trip Vehicle Inspection on assigned equipment.
k. Wear appropriate Personal Protective Equipment (PPE) at all times
l. 100% compliance with MUTCD and Virginia Work Area Protection Manual
m. Perform all duties in a safe manner and adhere to all laws governing vehicle operation; maintain safe driving record with zero preventable accidents.
n. Perform all other duties assigned.
2. Assumes responsibility for completion of related maintenance recordkeeping and administration.
a. Keeps records of all work performed and updates maintenance history logs.
b. Controls and accounts for equipment entering or leaving the building.
c. Assists in developing a preventive maintenance schedule.
d. Inputting and updating lane closure request through the Lane Closure Advisory Management System (LCAMS).
e. Ensures an adequate inventory of necessary spare parts and materials is maintained.
3. Assumes responsibility for establishing and maintaining effective communication and coordination with Company personnel and with management.
a. Assists personnel as needed. Communicates regularly with personnel to ensure that repairs and maintenance needs are met and coordinated with maintenance schedules.
b. Keeps management informed of areas activities and of significant concerns. Reports major concerns or significant problems.
c. Completes related paperwork and records.
d. Attends meetings as required.
4. Effectively supervises Maintenance Department personnel, ensuring optimal performance.
a. Provides leadership to assigned personnel through effective objective setting, delegation, and communication. Conducts regular meetings to ensure that personnel are well informed of daily activities and safety requirements.
b. Assigns and coordinates personnel. Directs daily operations.
c. On call duties as assigned on a rotating schedule.
d. Lead and direct personnel and contractors in inclement weather and/or emergency situations. (snow ops, hurricane, flodding, etc.)
5. Assumes responsibility for ensuring professional business relations with vendors, and contractors.
a. Maintains productive business relations with vendors, suppliers, contractors, etc.
b. Acts as a liaison between the Company and external contacts.
c. Ensures effective coordination of external services with Company operations.
d. Obtains and conveys information as appropriate.
e. Promotes goodwill and a positive image of the Company.
f. Manage and monitor contractor activities.
6. Assumes responsibility for related duties as required or assigned.
a. Assists in moving materials, supplies, and equipment as needed.
b. Performs building maintenance functions as needed.
c. Ensures work area is clean, secure and well maintained.
PERFORMANCE MEASUREMENTS
• Maintenance problems are promptly identified, managed and resolved with minimal disruption to maintenance schedules.
• Leads and guides the personnel in the successful completion of maintenance activities as directed by the Maintenance Supervisor and the Maintenance Manager.
• Accurate records and logs are maintained within the asset management system (Asset Essentials). Equipment is appropriately controlled and accounted for.
• Maintenance and repair functions are effectively completed in accordance with established safety standards and Company policies. Equipment is appropriately maintained and is used according to the established safety standards, operating instructions and standard operating procedures (SOP’s).
• Good communication and coordination is maintained with maintenance personnel and management. Assistance and support are provided as needed. Management is appropriately informed.
QUALIFICATIONS
EDUCATION/CERTIFICATION:
High school graduate or equivalent. Must be at least 21 years old.
EXPERIENCE REQUIRED:
At least three years of related work experience in the highway maintenance, or highway construction or an
equivalent combination of education and/or related experience. Prior experience in a leading role or directing the work of
others is required.
SKILLS/ABILITIES:
• Experience performing manual labor
• Ability to work well independently.
• Ability to obtain flagger and work zone certifications.
• Ability to perform preventative maintenance on assigned equipment.
• Ability to operate light and medium highway maintenance equipment is preferred.
• Ability to frequently operate equipment and machinery requiring monitoring multiple conditions and making multiple, complex, and rapid adjustments including, but not limited to; sander, motor grader, dump truck, tractor, front end loader, drill press, welder, common hand and power tools, welder/cutting torch, chain saw, weed trimmer, hydraulic jacks, shovel, ax, rakes, brooms, and forks.
• Valid Virginia Drivers’ License; Commercial Driver’s License preferred.
• Knowledge of the MUTCD and VWAPM is preferred
• Experience performing various types of lane closures/traffic control is preferred.
• Ability to obtain a VDOT Security Clearance
• Ability to pass Criminal History Background Check and drug screen.
• Strong interpersonal skills; ability to develop and maintain cooperative working relationships with others.
• Ability to work a flexible schedule to include dayshift, nightshift, weekends and extended hours.
• Ability to effectively lead and guide the other crewmembers.
• Basic computer skills.
• Ability to obtain the following certification; herbicide spraying, welding, CDL, GRIT.
PHYSICAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION
CLIMBING:
Including ladders, scaffolding, ramps, poles, etc.
STOOPING:
Bending downward and forward at the waist. Requires full use of lower extremities and back muscles.

Resting on knee or knees.

Bending downward and forward at the leg and spine.

Extending hand (s) and arm (s) in any direction.

For extended time periods.

Especially for long distances.

Using upper body to draw, drag, haul, or tug objects.
LIFTING:
Use of upper body and back muscles to lift objects.
GRASPING:
Using fingers and palm on an object.
AVERAGE HEARING:
Able to perceive a forced whispered voice in the better ear at not less than 5 feet with or without the use of a hearing
aid or, if tested by use of an audiometric device, does not have an average hearing loss in the better ear greater than 40
decibels at 500 Hz, 1,000 Hz, and 2,000 Hz with or without a hearing aid when the audiometric device is
calibrated to American National Standard (formerly ASA Standard) Z24.5—1951.
AVERAGE VISUAL ABILITIES:
Must have distant visual acuity of at least 20/40 (Snellen) in each eye without corrective lenses or visual acuity
separately corrected to 20/40 (Snellen) or better with corrective lenses, distant binocular acuity of at least 20/40
(Snellen) in both eyes with or without corrective lenses, field of vision of at least 70° in the horizontal Meridian
in each eye, and the ability to recognize the colors of traffic signals and devices showing standard red, green,
and amber.
PHYSICAL DEMANDS:
• Ability to exert moderately heavy (up to 50 pounds) physical effort in moderate to heavy work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, crawling, lifting, carrying, pushing, and pulling.
• Ability to coordinate eyes, hands, feet, and limbs in performing highly skilled movements such as operating heavy equipment.
• Ability to frequently operate equipment and machinery requiring monitoring multiple conditions and making multiple, complex, and rapid adjustments including, but not limited to; sander, motor grader, dump truck, tractor, front end loader, drill press, welder, common hand and power tools, welder/cutting torch, chain saw, weed trimmer, hydraulic jacks, shovel, ax, rakes, brooms, and forks.
WORKING CONDITIONS
• Worker is subject to varying inside and/or outside temperatures, which may include extreme heat
(temperatures above 100 degrees) or extreme cold (temperatures below 32 degrees).
• Work is performed both inside and outside. Subject to weather.
• May work in a very noisy environment, which requires workers to shout to communicate.
• The worker is subject to significant vibration.
• Working in and around high traffic volumes is also likely during roadway maintenance and/or emergency response situations.
• Must work under hazardous conditions including high places, inclined platforms/surfaces, confined spaces, chemical exposures, electrical current, moving machinery, exposure to blood, etc.
• The worker is subject to fumes, odors, dusts, gases, poor ventilation, etc., which affect the skin or respiratory system. Must be able to wear a tight-fitting facepiece respirator.
• Frequent local travel.
MENTAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION
REASONING ABILITY:
Ability to deal with a variety of variables under only limited standardization. Able to interpret various instructions.
MATHEMATICS ABILITY:
Ability to perform basic math skills, use decimals to compute ratios and percent, and to draw and interpret graphs.
LANGUAGE ABILITY:
Ability to use passive vocabulary of 5,000-6,000 words; to read at a slow rate; define unfamiliar words in dictionaries
for meaning, spelling, and pronunciation. Ability to write complex sentences, using proper punctuation, and using
adjectives and adverbs. Ability to communicate in complex sentences; using normal word order with present and past
tenses; using a good vocabulary.
SPECIAL REQUIREMENTS:
