POSITION SUMMARY:

Directly assist the Environmental Health and Safety Manager (EHS) with the administration of Environmental, Safety and Health programs throughout ERC’s various operations, maintenance (O&M), construction, and tolling locations.  The position requires the proactive monitoring of all project workplace(s) to include all associated tunnels and facilities to ensure compliance with all local, state and federal environmental, health, and safety regulations.   This position supports the EHS Manager.

ESSENTIAL DUTIES AND Accountabilities:

ERC has, and will continue to promote, a Safety-First culture which, together with priority on compliance, make up the Position Responsibilities.

  • Directly support the EHS Manager to ensure and facilitate compliance with all applicable federal, state, and local laws and regulations as well as ERC policies and procedures.
  • Develop and monitoring daily compliance initiatives in accordance with the requirements of the ERC Health, Safety and Security Plan (HSSP), the Occupational Safety and Health Administration (OSHA), the Environmental Protection Agency (EPA), the Department of Environmental Quality (DEQ), and the National Fire Protection Association (NFPA).
  • Conduct Environmental compliance inspections as required. Document inspection results and provide corrective action response recommendations and tracking.
  • Support emergency response as required
  • Support and participate in incident/injury investigations.
  • Conduct EHS Safety training for new employees, vendors, contractors, and current ERC employees.
  • Assist the EHS Manager in providing compliance training for individual job descriptions.
  • Support the ERC Safety Committee through meeting attendance and action item(s) review and corrections.
  • Attend regulatory meetings as required.
  • Assist with Emergency Response Plans and procedures and participate in drills.
  • Prepare and coordinate the distribution of Hazard Recognition Report findings and corrective actions.
  • Assist the EHS Manager with developing other relevant reporting documentation to ensure compliance with EHS reporting requirements.
  • Maintain Personal Preventive Equipment (PPE) inventory and distribution.
  • Conduct facilities safety inspections
  • Conduct contractor safety compliance inspections and audits as required
  • Conduct all Fire Life Safety (FLS) compliance inspections/testing and or monitor contractors performing FLS inspections and testing in accordance with NFPA requirements:
  • Monthly facilities fire extinguisher inspections
  • Annual facilities fire extinguisher inspections
  • Annual facilities fire standpipe inspections
  • Annual fire hydrant inspections (Project wide)
  • Annual facilities fire alarm inspections (Heat detectors, smoke detectors, OSID detectors, pull stations, fire dampers, area of refuge)
  • FDC connections testing
  • Annual exit sign inspections
  • Annual egress stairway pressurization testing
  • Annual heat detector inspections (MTT WB Egress and Utilidor)
  • Annual heat trace inspections (MTT WB Utilidor)
  • Semi-annual Deluge system testing stage 1 and 2 during full tunnel closures (Night shift)
  • Semi-annual FM 200 inspections
  • Annual fire drills
  • Support monthly fire pump churn testing and annual inspections
  • Support emergency response drills as required during full tunnel closures (Night shift)
  • Conduct all monthly Spill Prevention Controls and Countermeasures (SPCC) inspections:
  • Monthly Above Ground Storage Tank (AST) Inspections
  • Monthly Spill Kit Inspections
  • Conduct all monthly Storm Water Pollution Prevention Plan (SWPPP) inspections.
  • Conduct all occupational health inspections:
  • Monthly First Aid Kit Inspections and refills
  • Monthly SHARP’s container(s) inspections and removal of materials for proper disposal
  • Monthly Eye Wash Station inspections
  • Conduct monthly battery recycling station(s) inspections and removal of materials for proper disposal
  • Conduct annual facilities fixed and portable ladder inspections
  • Conduct monthly security inspections
  • Conduct monthly Hazardous Waste Accumulation Point (HWAP) inspections and inventory of chemicals
  • Conduct elevator inspections and support required elevator maintenance
  • Support VPDES permits required water sampling
  • Support DEQ SWPPP inspections
  • Support VDOT MS4 inspections
  • Support annual Safety Month as required
  • Support annual Work Zone Awareness Week as required
  • Participate in EHS and ESG projects.
  • Perform other duties as assigned
  • Hold authority to stop any activity believed to be unsafe to human health or potentially damaging to the environment.

EXPERIENCE AND EDUCATIONAL REQUIREMENTS:

High school graduate or equivalent. Must be at least 18 years old. A minimum of 2 years of related experience in the EHS field is preferred. OSHA and NFPA certifications preferred.

ESSENTIAL QUALIFICATIONS:

  • Strong interpersonal skills: ability to develop and maintain cooperative working relationships with others.
  • Working knowledge of applicable federal (OSHA, ANSI, NFPA, EPA, Army Corps of Engineers), state and local EHS laws and regulations.
  • Ability to effectively interact with multiple stakeholders internal and external to ERC.
  • Ability to multitask and work/deliver under pressure.
  • Strong diligence with the ability to complete accurate and concise reports.
  • Must be capable of making well-informed decisions in both routine and emergency situations.
  • Must be able to identify and report workplace hazards.
  • Must be able to develop workplace hazard recognition documents.
  • Must be able to partner with O&M and project employees to assure workplace EHS compliance.
  • Must be able to work independently under minimum supervision.
  • Demonstrate effective oral and written communications skills.
  • Must be able to communicate effectively, both verbal and written.
  • Proficiency in Excel, Word, and Power Point.
  • Must be willing to work a flexible schedule as required, to include day and night shifts.
  • Ability to obtain a VDOT Security Clearance.
  • Ability to obtain OSHA, NFPA and HAZWOPER certifications.
  • Ability to pass a Criminal History Background Check and drug screen.
  • Valid Virginia Driver’s License required.
