POSITION SUMMARY:
Performs semi-skilled and skilled mechanical work in the repair and maintenance of diversified automotive, landscape, construction and generator equipment. Work involves repairing and servicing vehicles, equipment and generators, and performing repairs to fueling and tunnel facilities. Employee must exercise independent judgment in identifying problems in vehicles and equipment and in completing assigned tasks. Reports to the Vehicle and Equipment Supervisor.

ESSENTIAL FUNCTIONS AND ACCOUNTABILITIES:

1. Assumes responsibility for effectively completing assigned maintenance duties.

  • Performs routine maintenance and servicing on a variety of vehicles; repairs brakes; changes fan belts; replaces or charges batteries; replaces spark plugs; changes oil; replaces muffler; and replaces or cleans filters.
  • Performs diagnostic tests in determining problems on various systems including electrical, hydraulic, water pumps, lighting, heating and cooling, etc.; makes necessary repairs.
  • Repairs and performs maintenance on ERC equipment such as lawn mowers, weed eaters, blowers, message boards, compressors, etc.
  • Removes and replaces damaged or worn tires, repairs inner tubes and mounts tires.
  • Installs reflective markings to vehicles and equipment including letters, numbers, decals, etc.
  • Perform preventative maintenance as required.
  • Assists in purchasing of parts required for repairs.
  • May make emergency road calls to perform minor repairs on vehicles or equipment or to tow disabled equipment to shop.
  • May drive service truck to obtain parts and supplies; assists with parts inventory, as needed or requested.
  • Sweeps floor, applies drying materials to oil or grease spills, and performs other custodial functions to maintain order and cleanliness in garage area.
  • Performs welding repairs to equipment and tunnel facilities.
  • Performs preventive maintenance and repairs to fueling stations and tunnel generators.
  • Performs VA State Inspections on vehicles and trailers.
  • Performs other related duties as required.
  • Follows all safety rules and procedures and operates equipment in accordance with established safety policies and department procedures.

  2.  Assumes responsibility for completion of related maintenance recordkeeping and administration.

  • Assist area staff as needed.
  • Keeps records of all work performed and updates maintenance history logs.
  • Attends meetings as required.
  • Assists in developing a preventative maintenance schedule.
  • Ensures an adequate inventory of necessary spare parts and materials is maintained.
3.  Assumes responsibility for establishing and maintaining effective working relationships with area staff and with management. 
  • Assists personnel as needed. Communicates regularly with personnel to ensure that repairs and maintenance needs are met and coordinated with work schedules.
  • Keep management informed of areas activities and of significant concerns. Reports major concerns or significant problems.
  • Completes related paperwork and records.
  • Attends meetings as required.
  • Meets the maintenance needs of different departments throughout the facility.
4. Assumes responsibility for related duties as required or assigned
  • Ensures work area and grounds are clean, secure, and well maintained.
  • Runs errands and picks up and delivers parts as needed.
  • Assists with special equipment as needed.
  • Completes special projects as assigned.
PERFORMANCE MEASUREMENTS:
  • Maintenance problems are promptly identified and resolved with minimal disruption to work schedules and operations.
  • Maintenance and repair functions are effectively completed in accordance with established safety standards and Company policies. Safety regulations are closely followed.
  • Maintenance records, work orders, and department logs are accurate and up-to-date.
  • Equipment is well maintained and in good operating condition. Preventive maintenance is performed as scheduled.
  • Required reports and records are accurate, complete, and timely.
  • Good communication and coordination is maintained with department personnel and management. Assistance and support are provided as needed. Management is appropriately informed.
 QUALIFICATIONS:

Education/Certification:   
High school graduate and any equivalent combination of training and experience which provides the required skills, knowledge and abilities.
Welding certification and/or equivalent experience. Two ASE certifications or equivalent.  Must obtain and maintain a valid Driver's license.                                
Required Knowledge:      
Basic knowledge of maintenance functions and safety protocol.
Able to read and follow manuals and diagnostic tools.
                                                                                                                                                                                                                                    
Experience Required:      
Minimum of five years of related automotive experience and/or equivalent training. Prior experience leading others is preferred.

Skills/Abilities:    
  • Able to work well independently and available for night work when needed.  
  •  Ability to use and care for tools, equipment, and materials used in the maintenance and repair of automotive and related equipment. 
  •  Able to use all related equipment and maintenance tools including hoist, jacks, lift, lathe, drill press, saw, loaders, grinder snow blowers, lawn equipment, etc.
  •  Must be able to use and interpret auto mechanic terminology and language. 
  •  Knowledge of the standard practices, tools, materials and equipment used in the repair and maintenance of a variety of gasoline and diesel powered vehicles. 
  •  Knowledge of the operating principles of gasoline and diesel engines, and of the standard mechanical components of automotive and related equipment
  •  Ability to establish and maintain effective working relationships as necessitated by work assignments.
  •  Ability to exercise independent judgment in detecting malfunctions in mechanical equipment. 
  •  Knowledge of the occupational hazards and safety precautions of equipment repair work and shop operations.
  •  Ability to use computers for diagnosing equipment, keeping records in the asset management system, performing
  •  VA State Inspection reports and use of company email
  • Must be able to work a flexible schedule when needed
  • Must be 21 years old.
  • Successful completion of Drug Test and Background check, which includes Criminal, ERC Toll Debit, VDOT Security Clearance and Employment Verification.  
PHYSICAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION:
 Climbing:                     Including ladders, scaffolding, ramps, poles, etc.
 Balancing:                    May involve walking, standing, and/or crouching on narrow, slippery or moving surfaces. 
 Stooping:                     Bending downward and forward at the waist. Requires full use of lower extremities and back muscles.
 Kneeling:                     Resting on knee or knees.
 Crouching:                   Bending downward and forward at the leg and spine.
 Crawling:                      Moving on hands and knees or hands and feet.
 Reaching:                     Extending hand (s) and arm (s) in any direction.
 Standing:                      For extended time periods.
 Walking:                       Especially for long distances.
 Pushing:                      Using upper body to press against something with steady force.
 Pulling:                        Using upper body to draw, drag, haul, or tug objects.
 Lifting:                         Use of upper body and back muscles to lift objects.
 Finger Dexterity:         Using primarily just the fingers to make small movements such as typing, picking up small objects, or pinching fingers

Feeling:                         Perceiving sensual characteristics of objects including size, shape, texture,temperature, etc. through touch
Talking:                         Especially where one must frequently convey detailed or important instructions or ideas accurately, loudly, or quickly.

Repetitive Motions:     Movements frequently and regularly required using wrists, hands and fingers. 
Physical strength:       Medium work; exerts up to 50 lbs of force occasionally, and/or up to 20 lbs frequently. and 10 lbs constantly.  

Acute Hearing: able to perceive a forced whispered voice in the better ear at not less than 5 feet with or without the use of a hearing aid or, if tested by use of an audiometric device, does not have an average hearing loss in the better ear greater than 40 decibels at 500 Hz, 1,000 Hz, and 2,000 Hz with or without a hearing aid when the audiometric device is calibrated to American National Standard (formerly ASA Standard) Z24.5—1951.

Average Visual Abilities: Must have distant visual acuity of at least 20/40 (Snellen) in each eye without corrective lenses or visual acuity separately corrected to 20/40 (Snellen) or better with corrective lenses, distant binocular acuity of at least 20/40 (Snellen) in both eyes with or without corrective lenses, field of vision of at least 70° in the horizontal Meridian in each eye, and the ability to recognize the colors of traffic signals and devices showing standard red, green, and amber.  

WORKING CONDITIONS                                                            
  • Worker is subject to changing inside and/or outside temperatures which may include extreme heat (temperatures above 100 degrees) or extreme cold (temperatures below 32 degrees).
  • Works both inside and outside. Subject to weather.
  • Must work in a very noisy environment requiring workers to shout to communicate.
  • The worker is subject to significant vibration.
  • Must work under hazardous conditions including high places, chemical exposure, electrical current, moving machinery, exposure to blood, etc.
  • The worker is subject to fumes, odors, gases, and poor ventilation that affect the skin or respiratory system.
  • Frequent local travel.                             
SPECIAL REQUIREMENTS:

This position is designated as essential and, as such, all duties associated with the job are required during emergency situations which may include but not limited to inclement weather, disaster response, and emergency operations. The position location is subject to change according to the needs of the organization.
