Description
POSITION SUMMARY:
Responsible for organizing, planning, directing, and controlling all functions of the Patroller Field Supervisors and Field Patroller staff within the Operations Department. This includes all requirements related to regulatory enforcement, incident management, emergency response, security, customer service, scheduling, recruitment, performance management, and training. Provides oversight of all daily operational activities within section. Excellent Communication skills required.ESSENTIAL FUNCTIONS AND BASIC DUTIES:
1. Assumes responsibility for tunnel regulatory enforcement activities.
a. Ensures all tunnel regulatory standards and codes are enforced.
b.Develops guidance documents, standard operating procedures, and operational memos.
c.Recognizes and promptly addresses enforcement problems or shortfalls. Works with internal staff, vendors, carriers, or law enforcement as necessary to address concerns.
d.Identifies and implements industry best practices, updates to standards, or other enforcement changes.
2. Assumes responsibility for scheduling, training, and equipment needs.
a.Oversees the development, distribution, and edits of monthly employee schedule and work assignments.
b.Ensures employees are adequately trained through comprehensive initial and recurring training programs.
c.Ensures section employees are all adequately equipped with required personal protective gear and have all necessary equipment and supplies readily available.
3. Assumes responsibility for the completion of administrative tasks.
a.Maintains effective record-keeping and documentation of employee issues and incidents.
b.Oversees all aspects of performance management (corrective action, progress discipline, and performance reviews).
c.Works closely with Human Resources regarding section recruitment and retention.
d.Provides oversight of all aspects of time management (time, employee leave, etc.)
e.Ensures financial management functions are carried out efficiently, includes monitoring of costs and use of overtime.
4. Assumes responsibility for establishing and maintaining effective communication and coordination with Company personnel and management.
a.Assists, supports, and coordinates functions with other departments. Responds to questions and information requests.
b.Keeps management informed of area activities and of any significant problems or concerns.
c.Attends and participates in meetings and committees as required.
d.Completes required reports, records, and related documentation.
5. Assumes responsibility of providing emergency response activities when necessary.
a.Responds appropriately and timely to roadway incidents and emergencies.
b.Ensures Patroller and Patroller Field Supervisor staff respond appropriately during incidents and emergencies.
6. Assumes responsibility for related duties as required or assigned.
a.Remains on call as needed, includes participation in Duty Officer Program. Assists with facility problems or issues as needed.
b.Ensures Department work areas are clean, secure, and well maintained.
c.Completes special projects as assigned.
PERFORMANCE MEASUREMENTS:
1.Investigations and conducted in accordance with established Company policies, procedures, and related legal requirements.
2.Required documentation and reporting are accurate, complete, and timely.
3.Professional working relations exist with internal staff and external agencies. Assistance is provided as needed.
4.Management is appropriately informed of area activities.
5.Section personnel are well trained, effective, and optimally utilized.
6.Contractual requirements related to incident and/or emergency response are met or exceeded.
7.Regulatory enforcement standards, guidelines, and regulations are enforced and carried out efficiently and safely.
QUALIFICATIONS:
EDUCATION/CERTIFICATION:
High school diploma or equivalent.
REQUIRED KNOWLEDGE:
Knowledge of security investigation procedures.
Understanding of security devices, codes, and equipment.
Knowledge of Company security needs and systems.
Knowledge of Company policies and procedures.
EXPERIENCE REQUIRED:
Four to six years of progressive security experience.
Supervisory experience helpful.
SKILLS/ABILITIES:
Excellent leadership and supervisory abilities.
Strong communications and public relations skills.
Able to coordinate well with others.
Professional and tactful.
Persistent, able to work in stressful situations.
Ability to work flexible hours.

TALKING: Especially where one must frequently convey detailed or important instructions or ideas accurately, loudly, or quickly.
AVERAGE HEARING: Able to hear average or normal conversations and receive ordinary information.
REPETITIVE MOTIONS: Movements frequently and regularly required using the wrists, hands, and/or fingers.
AVERAGE VISUAL ABILITIES: Average, ordinary visual acuity necessary to prepare or inspect documents or products, or operate machinery.
PHYSICAL STRENGTH: Sedentary work; sitting most of the time. Exerts up to 10 lbs. of force occasionally. (Almost all office jobs.)

REASONING ABILITY:
Ability to apply logical or scientific thinking to define problems, collect data, establish facts, and draw conclusions.

Ability to perform basic math skills, use decimals to compute ratios and percents, and draw and interpret graphs.

Ability to prepare memos, reports, and essays using proper punctuation, spelling, and grammar.

SPECIAL REQUIREMENTS:
This position is designated as essential and, as such, all duties associated with the job are required during emergency situations which may include but not limited to inclement weather, disaster response, and emergency operations. The position location is subject to change according to the needs of the organization.
