POSITION SUMMARY:
Assists team in planning and executing capital improvement and major maintenance repair projects from concept through construction closeout; and performs related duties as assigned.  Responsible for establishing and achieving project goals, budgets and schedules.  
 
ESSENTIAL DUTIES AND ACCOUNTABILITIES:
1. Plays a leadership role in the creation and execution of multiyear capital construction/improvement plans and annual updates to the Life Cycle Maintenance Plan (LCMP).
2. Assists in managing a program of capital improvement and major maintenance projects to ensure project and program-wide goals, budgets and schedules are achieved.
3. Assists in developing and maintaining project budget and schedule documents for all active projects; promptly alerts Senior Project Manager to schedule and cost risks and/or changes to project schedules and budgets.
4. Prepares weekly progress reports and maintains a two-week look ahead for all assigned projects.
5. Troubleshoots and recommends solutions to problems and situations that threaten project scope, schedule and/or budget.
6. Coordinates with other operations and maintenance personnel including the Senior Civil Engineer to advance projects through the engineering and design phases in preparation for construction bidding and contractor award.
7. Coordinates capital construction activities (e.g. renovations, inspections, contractor and architect meetings, permitting activities, project close-out activities, calendars, mandated reports, etc.) internally and externally to ensure that all phases of construction are completed in accordance with contract documents and with minimal interruption to ongoing operations.
8. Coordinates assigned construction projects with various state organizations (VDOT, DEB), as well as with special-interest groups and other stakeholders.
9. Coordinates with ERC Environmental, Health and Safety Manager to ensure all internal policies and regulatory requirements associated with construction projects are met.
10. Ensures utility coordination and relocations are identified and managed in a timely manner to not have a negative effect on project schedules and/or budgets.
11. Obtains necessary regulatory approvals and permits to implement projects.
12. Participates in selection and contracting of construction contractors to ensure projects are implemented in accordance with approved plans and specifications and all applicable regulatory requirements.
13. Participates with the Purchasing Manager to develop Invitations for Bid and Requests for Proposals, providing all technical material and project-specific information as required and ensuring all required contract clauses are included based on the scope of work.
14. Coordinates with the Purchasing Manager in making contractor selections; responsible for conducting technical reviews of bids and proposals and performing cost analyses.
15. Assists the Purchasing Manager in the negotiation and award of contracts and change orders.
16. Monitors and enforces all contractual terms, obligations and requirements.
17. Responsible for ensuring all required submittals/deliverables for assigned projects are received and reviewed and all contractor invoices are promptly reviewed/approved.
18. Ensures construction progress is properly documented with photographs and record observations, as applicable.
19. Ensures inquiries from contractors or other stakeholders are promptly and accurately answered in a professional manner.
20. Ensures all aspects of construction (e.g. exterior, interior, walls, electrical, roof, concrete, paint, etc.) are properly inspected and quantities field verified. 
21. Ensures “as built” and warranty information are provided for completed projects.
22. Provides input on the development and execution of ERC’s asset management strategies.
23. Develops reports, memoranda, letters and other documents regarding project issues for both internal and external distribution; works with engineers, architects and construction contractors regarding normal and unusual project problems and phases; ensures the maintenance of detailed records of project activities, findings, progress and results.
24. Attends and participates in professional association meetings. 
25. Prepares visual presentations and reports.
26. Performs other duties as assigned.
  
EXPERIENCE AND EDUCATIONAL REQUIREMENTS:
Bachelor's degree in Civil Engineering, Construction Management, Project Management, Business or related field.  Possesses 3 to 5 years of progressively responsible experience successfully managing a program of civil construction and/or maintenance projects.  Prior experience with highway, tunnel, bridge, and/or building construction is preferred.   Project Management Professional (PMP) certification highly desired.

ESSENTIAL QUALIFICATIONS:
1. Strong interpersonal skills; ability to develop and maintain cooperative working relationships with others.
2. Must be able to communicate effectively, both verbal and written.
3. Ability to work/deliver under pressure.
4. Expertise in capital construction project management principles, processes, systems and techniques.
5. Knowledge of project funding and budgeting, project development and work planning/scheduling.
6. Familiarity with civil engineering, infrastructure design and construction.
7. Knowledge of applicable federal, state and local regulations and safety laws.
8. Knowledge of trends, approaches and problem-solving techniques used in construction, engineering, inspection and compliance processes.
9. Knowledge of techniques, equipment and materials used in construction and maintenance.
10. Possess information technology and computer capabilities applicable to functional responsibilities.  Proficient with MS Office products including MS Project.
11. Knowledgeable of the principles and practices of team leadership.
12. Ability to deal with a variety of abstract and concrete variables.
13. Ability to follow document control policies and procedures to ensure all project documentation is stored in accordance with company policy.
14. Ability to read and interpret construction contracts, specifications, and any other documentation associated with the construction project. 
15. Must be willing to work a flexible schedule as required by a construction or maintenance project.
16. Ability to obtain a VDOT Security Clearance.
17. Ability to obtain a Criminal History Background Check and drug screen.
18. Possess a valid Virginia Driver’s License or obtain within 1 month. 

PHYSICAL DEMANDS:
This job is performed indoors and/or outdoors and requires frequent sitting, walking, standing, bending, and reaching. 
Some heavy lifting is expected.  Exertion of up to 35 lbs of force may be required. 

WORK ENVIRONMENT:
This job is performed primarily indoors but will frequently require working outdoors.  Exposure to loud noises, dust, dirt, heat, sparks, oil and smoke is possible.  Working in and around high traffic volumes is also likely during emergency response situations.  Work may be performed in a variety of climate conditions, including but not limited to severe cold, and extreme heat. 

He/she must be able to navigate the jobsite and is expected to be able to comply with all safety regulations in on the jobsite.

SPECIAL REQUIREMENTS:
This position is designated as essential and, as such, all duties associated with the job are required during emergency situations which may include but not limited to inclement weather, disaster response, and emergency operations. This position may require periods of weekend and overnight work.
