Description
POSITION PURPOSE:

The Data Analyst will look beyond obvious solutions by proactively discovering trends or underlying problems hidden within the vast amount of data contained in Elizabeth River Crossings (ERC) existing business systems. The Data Analyst will utilize the results of the analysis to identify process improvements that increase collection, reduce costs and increase the system analytics.

 

ESSENTIAL FUNCTIONS AND BASIC DUTIES:
 
1. Assume responsibility for analyzing business processes and identifying opportunities for improvements.
a. Analyze ERC business processes and present data from across ERC’s systems, in the most efficient format for ERC Leadership
b. Understand ERC’s business needs, and support ERC Leadership in addressing those needs through technology and improved analytic systems. 
c. Conduct investigations into anomalies and trends impacting traffic volumes, revenue leakage, revenue collection, maintenance activities, and customer satisfaction through collection and analysis of process data. Develop and recommend solutions to increase revenue and reduce costs
d. Where issues are identified, work directly with stakeholders and evaluate procedures and processes, providing reports and recommendations to ERC Leadership.
e. Identify initiatives and metrics that could be implemented in the short term, medium term and long term, to achieve defined business goals.

2. Assume responsibility for providing quality assurance and executing work tasks that are accurate, detailed, timely and in accordance with specific instructions.
a. Track performance across business metrics and report to ERC Leadership.
b. Track progress of initiative, business benefits (Return on Investment) and report to ERC Leadership.
c. Process,cleanse, and verify the integrity of data used for analysis.
d. Generate ad-hoc reports and dashboards to address the needs of ERC Leadership.
e. Collect Daily, weekly, and monthly traffic data used to measure financial performance, toll system performance, operations maintenance and capital improvement activities and revenue streams.
f.  Utilize structured statistical techniques when executing data analysis’ and communicating results.
g. Daily reconciliation of Toll System reports, reporting issues immediately to the Director of Revenue.

3.  Assume responsibility for establishing and maintaining good oral and written communication and coordination.
a. Work with ERC Report Analyst to assemble and analyze weekly, monthly and quarterly Traffic Reports.
b. Work with QA Analyst to implement new processes or process improvement identified through data analysis activities.
c. Work with Report Analyst to incorporate data analysis’ into reports or correspondence for distribution.
d. Generate high quality correspondence for distribution to professional and executive level staff.
e. Organize and maintain electronic records and data in designated central locations, accessible to ERC Leadership Team, internal stakeholders and O&M Support members, as appropriate.
f.  Respond to issue resolution and research requests and provide outputs promptly.
g. Ensure interpersonal communications are clear, respectful, and understandable.
h. Provide detailed feedback to ERC Leadership Team, internal customers and/or O&M Support Team members regarding potential issues or obstacles impacting the completion of responsibilities or assigned projects and any limitations on  the usability of analytic work product.
i.  Communicates Near-Misses, unsafe behaviors, and unsafe acts to ERC EHS Manager

4. Assume responsibility for collaborating with internal departments and maintaining organizational relations.
a. Maintain key relationships with ERC Leadership Team, Customer Care Center staff and personnel, Toll System Subcontractors, Toll System Roadside Technicians, other O&M Support team members.
b. Collaborate with the ERC application support team, roadside team, and other ERC internal teams as directed, for sourcing data from across ERC’s systems.
c. Collaborate with internal ERC stakeholders to produce recommended solutions to decrease revenue leakage, increase efficiencies, increase revenue collection and improve customer satisfaction through special projects, as directed.
d. Consistently demonstrate a high level of teamwork, transparency and collaboration.
e. Attend and participate in meetings as required.

5.  Assume responsibility for related duties as required or assigned.
a. Complete special data research projects, as required.
b. Ensure work area is clean, safe, secure, and well maintained.
c. Perform other duties as assigned.

1. Relies on extensive experience and judgment to drive activities and work tasks that contribute to the accomplishment of ERC’s goals and objectives.

4. Time sensitive work assignments and required documentation is completed in accordance with established timelines and schedules.
5. Management is appropriately informed of work task status and any significant problems or obstacles.
6. Recommend potential process changes to improve workflow efficiency, reduce revenue leakage and increase revenue collection.
7. Demonstrates initiative and the ability to find information or solutions needed for assignments and/or projects.
 

QUALIFICATIONS:

Education/Certification:  
  • Undergraduate degree in subjects such as:
  • Mathematics
  • Statistics
  • Economics
  • Finance
  • Information Systems
  • Computer Science, with at least 4 years of related work experience in:
  • Statistical Data Analysis 
  • Data Base System Analysis

Required Knowledge:
  • Experience with SAP Analytics Cloud, preferred
  • Data Visualization knowledge and experience
  • Intermediate to Advanced Knowledge of Microsoft Office Applications
  • Understanding of related ERC Business processes and procedures.


Required Experience:
Experience with:

  • Using query languages, Intermediate to Advanced SQL preferred
  • SAP Analytics Cloud, proffered
  • Relational Databases and Data Visualization tools
  • Data mining
  • Data Modeling
  • Analyzing large data sets
  • Intermediate to Advanced Knowledge of Microsoft Office Applications 
  • Understanding of related ERC Business processes and procedures
