POSITION SUMMARY:

The toll systems analyst utilizes existing software and processes to produce reports, provide data, and support the business needs of the Elizabeth River Tunnels Toll System.  This position will also develop new IT solutions, modify, enhance or adapt existing systems and integrate new features or improvements, all with the aim of improving business efficiency and productivity.

ESSENTIAL DUTIES AND ACCOUNTABILITES:
  1. Defines application problem by conferring with stakeholders; evaluating procedures and processes.
  2. Develops solution by preparing and evaluating alternative workflow solutions.
  3. Defines, researches, and recommends solutions to technical problems / issues.
  4. Performs data analysis and / or root cause analysis to identify and ultimately resolve system or user issues.
  5. Produce solutions to increase level of customer service, efficiency, or profitability through special projects, as directed.
  6. Validates results by testing programs.
  7. Ensures proper operation by training personnel and providing support, if appropriate.
  8. Provides reference by writing documentation.
  9. Updates job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.
  10. Identifies options for potential solutions and assessing them for both technical and business suitability.
  11. Works closely with colleagues, developers, testers and a variety of end users to ensure technical compatibility and user satisfaction.
  12. Ability to assess, edit, and develop standard operating procedures.
  13. Perform other duties as assigned.

EXPERIENCE AND EDUCATIONAL REQUIREMENTS:

High school diploma or equivalent with at least 2 years of related work experience in customer service center operations, computer system analyst roles, or equivalent combination of experiences.  Previous experience in roadway tolling applications is desired.


ESSENTIAL QUALIFICATIONS:
  1. Strong interpersonal skills; ability to develop and maintain cooperative working relationships with others.
  2. Excellent proofing skills with strong attention to detail.
  3. Ability to prepare reports, memos and emails to be distributed to professional and executive level staff.
  4. Strong analytical skills.
  5. Demonstrated ability to work in a fast-paced environment.
  6. Must demonstrate advanced skills in Microsoft Office applications including Word, Excel, and Powerpoint.
  7. Must maintain confidentiality of company information, using discretion and solid judgment.
  8. Must have excellent oral and written communications skills.
  9. Excellent organization skills, ability to set priorities and work under pressure to meet changing deadlines.
  10. Ability to multi-task while maintaining quality and meeting deadlines.
  11. Ability to obtain a VDOT Security Clearance.
  12. Ability to pass Criminal History Background Check and drug screen.
  13. Must be willing to work a flexible schedule as needed.
  14. Valid Virginia Driver’s License.
PHYSICAL DEMANDS:

This job is performed in an office setting and requires frequent sitting (often working on a computer/terminal monitor), occasional walking, standing, bending, and reaching.  Due to computer usage, there may be repetitive motions of the hands and wrists. 
No heavy lifting is expected.Exertion of up to 10 lbs of force occasionally may be required.Good dexterity for the use of common office equipment such as computers terminals, and copiers.

WORK ENVIRONMENT:

This job is performed indoors in a traditional office setting.  Activities include extended periods of sitting occasional fast paced events and extensive work at a computer monitor.
He/she must be able to navigate the jobsite and is expected to be able to comply with all safety regulations in the office and on the jobsite.
