POSITION SUMMARY:
 
Provide leadership and direction to Control Room Supervisors and Control Room Staff in the implementation of traffic management practices to ensure progressive, safe, and effective tunnel traffic operations as they pertain to incident response, traffic management techniques, and safety.
 
ESSENTIAL DUTIES AND ACCOUNTABILITES:
  1. Schedules assignments, duties and monitors the work of Control Room Supervisors, Control Room Staff, and works closely with the Safety Service Patrol Supervisor.
  2. Responsible for financial management including monitoring of costs, budgets, and reporting.
  3. Ensure effective and optimal utilization of assigned resources and operate within assigned budget allocation.
  4. Assist Operations Manager to develop and implement, and then monitor, a strategic Operations program that attains exceptional traffic control policies and procedures with effective, rapid incident detection and response.
  5. Provide leadership in the development and implementation of a highly motivational and structured training program for the Operations program.
  6. Provide recommendations to Operations Manager for assessment and development of operational procedures that maximize efficiencies in scheduling, staffing, and technological enhancements.
  7. Submit all records, documentation, reports, etc. in an accurate, readable format by due date. Communicate any foreseeable difficulty in meeting this requirement to Operations Manager directly.
  8. Operate within budget allocation; accurately document and justify any expenditure overruns and maintain documentation of all efforts to secure goods/services through DBE/SWAM vendors.
  9. Ensure Control Room Staff detect and respond to incidents within established time frame set by ERC.
  10. Successful planning, organization, and execution of daily operations activities that are properly prioritized, address safety issues immediately, and mitigate any disruption of traffic.
  11. Maintain thorough knowledge of Advance Traffic Management Systems (ATMS) components and Tunnel Control Systems such as Ventilation, Power Management, Fire Alarms, etc., and high level of skill in using and understanding these devices. Ability to interpret and train ERC staff on the same.
  12. Continuing oversight of all Operations polices and standard operating procedures to ensure that progressive advances in staff development and safety are being made is provided in a timely, accurate, and efficient manner.
  13. Ensure 100% Operations staff compliance with all applicable regulatory requirements/ mandates.
  14. Perform all duties in a safe manner and adhere to all laws governing vehicle operation; maintain safe driving record with zero preventable accidents.

EXPERIENCE AND EDUCATIONAL REQUIREMENTS:
 
Requires completion of a high school diploma, general education degree (GED). A minimum of five (5) years of experience managing traffic operations and/or in a traffic management related field with experience in incident response and working/coordinating with emergency responders (police, fire, and rescue); or equivalent combination of education and experience.  Prior experience supervising a diverse work staff in a 24/7 command and control environment with knowledge of administrative and supervisory principles and practices.  Bachelor’s degree or Associates degree in Business or related field is preferred.
 
ESSENTIAL QUALIFICATIONS:
  1. Strong interpersonal skills; ability to develop and maintain cooperative working relationships with others.
  2. Experience developing Incident & Traffic Management plans.
  3. Knowledge of National Incident Management System (NIMS) and components.
  4. Enforce adherence to work-flow processes and deadlines.
  5. Ability and willingness to work alternate work schedules.
  6. Skilled in the use and application of the Incident Command System (ICS).
  7. Experience developing and implementing Standard Operating Procedures.
  8. Knowledge of MUTCD requirements.
  9. Proficient with MS Office applications including Word, Excel, and Powerpoint
  10. Experience analyzing and interpreting statistical data.
  11. Excellent oral and written communications skills.
  12. Excellent organization skills, ability to set priorities and work under pressure to meet changing deadlines.
  13. Ability to multi-task with strong attention to detail; while maintaining quality and meeting deadlines.
  14. Must be at least 18 years old
  15. Ability to obtain a VDOT Security Clearance
  16. Valid Virginia Driver’s License
  17. Ability to pass a Criminal History Background Check and drug screen
PHYSICAL DEMANDS:
 
This job is performed in the Control Room or on the jobsite and requires frequent sitting (often working on a computer/terminal monitor), occasional walking, standing, bending, and reaching.  Due to computer usage, there may be repetitive motions of the hands and wrists. 
No heavy lifting is expected.  Exertion of up to 25 lbs of force occasionally may be required.  Good dexterity for the use of common office equipment such as computers terminals, and copiers. He/she must be able to navigate the jobsite and is expected to be able to comply with all safety regulations in the office and on the jobsite.
 
WORK ENVIRONMENT:

This job is performed primarily indoors but will frequently require working outdoors.  Exposure to loud noises, dust, dirt, heat, sparks, oil and smoke is possible.  Working in and around high traffic volumes is also likely during emergency response situations.  Work may be performed in a variety of climate conditions, including but not limited to severe cold, and extreme heat. 
He/she must be able to navigate the jobsite and is expected to be able to comply with all safety regulations on the jobsite.
 
SPECIAL REQUIREMENTS:

This position is designated as essential and, as such, all duties associated with the job are required during emergency situations which may include but not limited to inclement weather, disaster response, and emergency operations. The position location is subject to change according to the needs of the organization.
