POSITION SUMMARY:
Provide onsite reporting for the design-build contract for the new Midtown Tunnel.ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Track, evaluate, and report on contractor performance according to design-build contract requirements including schedule, budget, and other performance indicators.
- Monitor compliance with the technical requirements, regulatory requirements, procedures and plans.
- Administer contracts as required to procure and third party inspection services.
- Understand the various stakeholder needs from the functional area.
- Timeliness of key reports, effectiveness of quality assurance/quality control audits and performance in other key areas such as; safety and environmental management.
- Effective compliance with contractual obligations and “best practice” expectations.
- Monitoring of design and construction operations and reporting to management.
- Direct communication regarding questions and issues from the field to the appropriate managers and stakeholders.
- Perform other duties as assigned.
KEY RELATIONSHIPS:
- ERC management, staff and advisory consultants
- VDOT (client), SKW (contractor), and FST (tolling contractor) leadership, and/or other subcontractors
- VDOT staff, consultants, and Municipality Representatives
EXPERIENCE AND EDUCATIONAL REQUIREMENTS:
Undergraduate degree in Construction, Engineering or related degree; or equivalent combination of experience and/or education. A minimum of 7 years of experience in construction of complex transportation infrastructure: such as highway, tunnel, bridge, and/or marine construction. Issue and Risk management experience with ability to identify project issues and risks. Experience with public sector procurement; preferably including Public-Private Partnerships. Professional Engineering License in the State of Virginia or ability to obtain within 6 months is desirable.
ESSENTIAL QUALIFICATIONS:
- Strong interpersonal skills; ability to develop and maintain cooperative working relationships with others.
- Must be able to communicate effectively, both verbal and written.
- Ability to multi-task and work/deliver under pressure.
- Knowledge of applicable federal, state and local regulations and safety laws.
- Possess strong computer skills. Proficient with MS Office products.
- Ability to deal with a variety of abstract and concrete variables.
- Ability to read and interpret construction contracts, specifications, and any other documentation associated with the construction project.
- Must be willing to work a flexible schedule as required by the construction project.
- Ability to obtain a VDOT Security Clearance.
- Ability to obtain a Criminal History Background Check and drug screen.
- Valid Virginia Driver’s License.
PHYSICAL DEMANDS:
While performing duties of this job, the employee is regularly required to sit (often working on a computer/terminal monitor), walk, stand, bend, and reach. Due to computer usage, there may be repetitive motions of the hands and wrists.
No heavy lifting is expected. Exertion of up to 50 lbs of force occasionally may be required.
He/she must be able to navigate the jobsite and is expected to be able to comply with all safety regulations in the office and on the jobsite.
WORK ENVIRONMENT:
This job is performed in both an office setting and at a construction work site. Exposure to conditions such as rain, snow, wind, smoke, loud noises, and varied temperatures are possible. Working in and around high traffic volumes is also possible.
He/she must be able to navigate the jobsite and is expected to be able to comply with all safety regulations in the office and on the jobsite.
SPECIAL REQUIREMENTS:
This position is designated as essential and, as such, all duties associated with the job are required during emergency situations which may include but not limited to inclement weather, disaster response, and emergency operations. The position location is subject to change according to the needs of the organization. This position will require periods of weekend and overnight work. In addition, frequent trips to the tunnel fabrication site in Baltimore Maryland will be required.
