POSITION SUMMARY:
The ITS Technician will be part of a team that evaluates system network performance as well as the associated field devices to include, computer hardware and networking equipment and related software.  ITS technicians will perform diagnosis, repair, and maintenance of devices ranging from routers and switches all the way to end devices used for traffic monitoring and control.
 
ESSENTIAL DUTIES AND ACCOUNTABILITES:
  1. Respond to emergency failures as they occur in a timely manner.
  2. Demonstrate proficiency in troubleshooting and repair of traffic management systems and equipment.Technicians shall be competent with a combination of the following types of equipment:
  • Network Equipment (Ethernet, routers, switches etc.)
  • Fiber optic cable/communication systems
  • RF Systems
  • CCTV systems and displays
  • Dynamic Message Signs
  • Vehicle detection systems (inductive loop and microwave)
  • Electrical power supply and distribution systems up to 480 V
  • Network and System Administration
  • PC hardware and software
  • Traffic Signal Systems
  • Programmable Logic Controllers
  1. Maintain electronic logs, reports and submit to Sr. Technicians and Manager as needed/requested.
  2. Operate two-way radio system using clear, concise, and professional techniques.
  3. Update and utilize Computerized Maintenance Management System for daily work tasks.
  4. Document daily tasks in an electronic daily diary.
  5. Understand and apply Standard Operating Procedures and other ERC policies and regulations.
  6. Remain alert and maintain situational awareness with regards to facility security and access control.
  7. Perform other duties as assigned.
  
EXPERIENCE AND EDUCATIONAL REQUIREMENTS:
Requires completion of a high school diploma or general education degree (GED).   Minimum of 2 years prior experience in the installation, troubleshooting and repair of computer systems, communication and networking equipment.  Formal computer science training or education strongly preferred. 

ESSENTIAL QUALIFICATIONS:
  1. Strong interpersonal skills; ability to develop and maintain cooperative working relationships with others.
  2. Ability to work under pressure.
  3. Effective oral and written communication skills.
  4. Ability to diagnose software controlled equipment malfunctions.
  5. In-depth knowledge of the networking principles.  
  6. Working knowledge of NEC requirements.
  7. Working knowledge of standard practices of electronics and TMS repair.
  8. Ability to remain calm and professional during routine and emergency situations.
  9. Must be willing to work a flexible schedule.
  10. Ability to multi-task/prioritize tasks and functions during routine and emergency situations.
  11. Familiarity with the Hampton Roads interstate system and geographic knowledge of the Downtown and Midtown Tunnel areas is preferred.
  12. Ability to obtain a VDOT Security Clearance.
  13. Valid Virginia Driver’s License.
  14. Good computer skills, experience using Microsoft Outlook, Word, and Excel.
  15. Ability to pass a Criminal History Background Check and drug screen.
  16. Ability to work in a rotating 24/7 on call schedule.
 
PHYSICAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION:
 
  • Climbing-Including ladders, scaffolding, ramps, poles, etc. 
  • Balancing-Bending downward and forward at the waist.  Requires full use of lower extremities and back muscles. 
  • Crouching-Resting on knee or knees 
  • Stooping-Bending downward and forward at the waist.  Requires full use of lower extremities and back muscles. 
  • Reaching-Extending hand(s) and arm(s) in any direction. 
  • Standing-For extended time periods. 
  • Walking-Especially for long distances. 
  • Pushing-Using upper body to press against something with steady force. 
  • Pulling-Using upper body to draw, drag, haul, or tug objects. 
  • Lifting-Use of upper body and back muscles to lift objects. 
  • Finger Dexterity-Using primarily just the fingers to make small movements such as typing, picking up small objects, or pinching fingers together. 
  • Grasping-Using fingers and palm on an object. 
  • Feeling-Perceiving sensual characteristics of objects including size, shape, texture, temperature, etc. through touch. 
  • Talking-Especially where one must frequently convey detailed or important instructions or ideas accurately, loudly, or quickly. 
  • Repetitive Motions-Movements frequently and regularly required using the wrists, hands, and/or fingers. 
  • Acute Hearing-Requiring fine, acute hearing abilities. Able to make fine decimations in sound such as are required in adjusting machinery. Able to make fine discriminations in sound. 
  • Fine Acute Visual Abilities-Fine visual acuity with the ability to inspect closely or to assemble small pars; color vision; or depth perception and/or field of vision. 
  • Physical Strength-Exerting up to 50 lbs. occasionally, and/or up to 20 lbs. frequently, and/or 10 lbs. constantly.

WORKING CONDITIONS: 
  •  Worker is subject to varying inside and/or outside temperatures, which may include extreme heat (Temperatures above 100 degrees) or extreme cold (Temperatures below 32 degrees).
  •  Substantial work is outdoors on the side of the interstate, typically behind guardrail or within lane closures with traffic speeds of up to 55 mph.
  •  Must work in a very noisy environment, which requires workers to shout to communicate.
  •  Must work under hazardous conditions including high places, chemical exposures, electrical current, moving machinery, exposure to blood, etc. 
  • The worker is subject to fumes, odors, dusts, gases, poor ventilation, etc.
  • He/she must be able to navigate the jobsite and is expected to be able to comply with all safety regulations in the office and on the jobsite.


MENTAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION:

  • Reasoning Ability- Ability to apply logical or scientific thinking to define problem, collect data, establish facts, and draw conclusions. Able to interpret a variety of technical instructions an can deal with multiple variables 
  • Mathematics Ability- Ability to compute discount, interest, profit, and loss; commission markup and selling price; and ratio, proportion, and percentage. Able to perform very simple algebra. 
  • Language Ability- Ability to read a variety of books, magazines, instruction manuals, atlases, and encyclopedias. Ability to prepare memos, reports, and essays using proper punctuation, spelling, and grammar. Ability to communicate distinctly with appropriate pauses and emphasis, correct pronunciation (or sign equivalent), and variation in word order using present, perfect, and future tenses.


SPECIAL REQUIREMENTS:
This position is designated as essential and, as such, all duties associated with the job are required during emergency situations which may include but not limited to inclement weather, disaster response, and emergency operations. The position location is subject to change according to the needs of the organization.  This position is subject to 24-hour on-call and weekend work.
