Description
POSITION SUMMARY:

This position is responsible for developing and maintaining an exemplary safety culture in all aspects of the Elizabeth River Tunnels Project by providing safety leadership, ensuring compliance with legal and corporate safety standards, implementing safety directives, improving safety performance, and ensuring that safety policies, procedures and activities are in compliance with governmental laws and regulations.

 

ESSENTIAL FUNCTIONS AND ACCOUNTABILITIES:
  1. Serve as subject matter expert and provide guidance to all aspects of the Elizabeth River Tunnels Project (construction, operations and maintenance, tolling, administration) concerning health & safety issues.

  2. Monitor operations and maintenance compliance with legal and corporate requirements for health & safety.

  3. Develop, establish and maintain ERC’s health and safety plans, policies, processes, and business procedures in accordance with Technical Requirements Section 3 (Exhibit C to the Comprehensive Agreement).

  4. Implement and report on regular health & safety audits of ERC and its subcontractors in all aspects of the Elizabeth River Tunnels Project.

  5. Assist audited department with the development of corrective and preventive actions to resolve deficiencies identified in health & safety audits and with timely follow-up and implementation.

  6. Establish and update Risk Register, KPIs and Continuous Improvement Plan for the health & safety function.

  7. Manage the health & safety training program, including new hire, job-specific, contractor and required refresher training.

  8. Manage incident and injury reporting, investigation and recordkeeping per regulatory and ERC corporate requirements for the Elizabeth River Tunnels Project; escort employees to medical providers for treatment or testing.

  9. Manage ERC’s relationship with occupational health providers.

  10. Manage ERC’s worker’s compensation claims and the site's Return to Work program.

  11. Hold authority to stop any activity believed to be unsafe to human health or potentially damaging to the environment.

  12. Ensure the timely completion of all required health and safety reporting to internal and external interested parties.

  13. Manage ERC’s safety committee; hold meetings as required by KPIs.

  14. Manage site hazard assessments for ERC operations and maintenance.

  15. Manage site hazard communication program, including required training, for ERC operations and maintenance.

  16. Coordinate with the Chief Operating Officer on the site security programs.

  17. Perform other duties as assigned.

EXPERIENCE AND EDUCATIONAL REQUIREMENTS:

Bachelor’s degree in engineering, science, safety, industrial hygiene or related degree; or equivalent combination of experience and/or education. A minimum of 10 years of progressively responsible experience in health and safety compliance experience. Prior experience implementing and managing a health & safety plan is preferred.

 
ESSENTIAL QUALIFICATIONS:
  1. Strong interpersonal skills; ability to develop and maintain cooperative working relationships with others.

  2. Thorough knowledge of applicable federal (OSHA, ANSI, NFPA), state and local regulations and safety laws regulations.

  3. Ability to read and interpret construction contracts, specifications, and any other documentation associated with the construction project.

  4. Familiarity with OHSAS 18001 (Safety) or equivalent standards.

  5. Ability to effectively interact with multiple stakeholders internal and external to ERC.

  6. Ability to multitask and work/deliver under pressure.

  7. Excellent analytical, organizational and follow up skills.

  8. Must be able to communicate effectively, both verbal and written.

  9. Proficiency in Excel, Word, and Power Point.

  10. Ability to deal with a variety of abstract and concrete variables.

  11. Must be willing to work a flexible schedule as required by a 24/7 operation; night and weekend work may be required.

  12. Ability to obtain a VDOT Security Clearance.

  13. Ability to obtain a Criminal History Background Check and drug screen.

  14. Valid Virginia Driver’s License.

 
PHYSICAL DEMANDS:
This job is performed primarily within an office environment, but includes field visits to ERC operations and construction sites.  The job may require frequent walking and the occasional working within construction environments. There is occasional exposure to environmental noises and hazards, extreme weather conditions with temperature changes and occasional exposure to humidity and other atmospheric conditions.  The physical demands of this position are standing, walking, sitting, climbing, stooping, kneeling, crouching, reaching, handling, grasping, feeling, and eye/hand/foot coordination.

Some lifting is expected and the exertion of up to 50 lbs. may be required.  Ability to drive is required.

WORK ENVIRONMENT:
This job is performed primarily within an office environment, but includes field visits to ERC operations and construction sites.  Exposure to conditions such as; rain, snow, wind, smoke, dust, loud noises, and varied temperatures are possible.  Working in and around high traffic volumes is also possible. 
He/she must be able to navigate our various workplaces and is expected to be able to comply with all Quality, Environmental, Health, Safety regulations in the workplace.
 

SPECIAL REQUIREMENTS:
This position is designated as essential and, as such, all duties associated with the job are required during emergency situations which may include but not limited to inclement weather, disaster response, and emergency operations. This position requires availability 24/7.  The position location is subject to change according to the needs of the organization.
