Description
 POSITION SUMMARY:
Provides incident management assistance, traffic control and motorist assistance for the Downtown/Midtown Tunnels under the general supervision of the Traffic Management Supervisor or other supervisory/management-level positions within the organization.

ESSENTIAL DUTIES AND ACCOUNTABILITIES:
  1. Perform field tasks associated with changing tires, issuing fuel, assisting motorists, directing and controlling traffic, in a safe and professional manner using appropriate traffic control techniques (hand signals, whistle, voice, etc.).
  2. Assists with the training of Patrollers.
  3. Provide guidance to others in support of emergency response.
  4. Compile and submit concise, accurate reports to the Supervisor
  5. Observe and report all unusual occurrences.
  6. Remain alert, attentive and highly visible while on station.
  7. Assist Law Enforcement personnel, fire & rescue units, and maintenance personnel as needed in emergencies and routine operations.
  8. Provide security to the facility.
  9. Maintain professional demeanor and uniform appearance.
  10. Use sound judgment and appropriate safety techniques to prevent unauthorized persons and vehicles from entering tunnel.
  11. Provide Control Room with up-to-date information regarding incidents/accidents and personnel/equipment needed.
  12. Keep Safety Service vehicle clean and perform daily safety inspections
  13. Perform all duties in a safe manner and adhere to all laws governing vehicle operation; maintain safe driving record with zero preventable accidents.
  14. Perform other duties as assigned.
  
EXPERIENCE AND EDUCATIONAL REQUIREMENTS:
 
Requires completion of a high school diploma, general education degree (GED).A minimum of 2 years of experience in traffic operations, safety procedures, emergency response, and/or related functions. Prior experience working with, in or around heavy traffic is preferred.

  3. Ability to give oral instructions or directions
  4. Effective oral and written communication skills
  5. Ability to work under pressure
  6. Ability to remain calm and professional during routine and emergency situations
  7. Must be at least 18 years old
  8. Ability to obtain a VDOT Security Clearance
  9. Valid Virginia Driver’s License
  10. Ability to pass a Criminal History Background Check and drug screen
PHYSICAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION
 
Climbing:                                Including ladders, scaffolding, ramps, poles, etc.
 
Balancing:                              May involve walking, standing, and/or crouching on narrow, slippery or moving surfaces.
 
Kneeling:                                Resting on knee or knees
 
Crouching:                              Bending downward and forward at the leg and spine.
 
Stooping:                                Bending downward and forward at the waist.  Requires full use of lower extremities and back muscles.
 
Crawling:                                Moving on hands and knees or hands and feet.
 
Reaching:                                Extending hand(s) and arm(s) in any direction.
 
Standing:                                For extended time periods.
 
Walking:                                  Especially for long distances.
 
Pushing:                                 Using upper body to press against something with steady force.
 
Pulling:                                   Using upper body to draw, drag, haul, or tug objects.
 
Lifting:                                     Use of upper body and back muscles to lift objects.
 
Finger Dexterity:                    Using primarily just the fingers to make small movements such as typing, picking up small objects, or pinching fingers together.
 
Grasping:                                Using fingers and palm on an object.
 
Feeling:                                    Perceiving sensual characteristics of objects including size, shape, texture, temperature, etc. through touch.
 
Talking:                                    Especially where one must frequently convey detailed or important instructions or ideas accurately, loudly, or quickly.
 
Repetitive Motions:                 Movements frequently and regularly required using the wrists, hands, and/or fingers.
 
Acute Hearing:                         Requiring fine, acute hearing abilities. Able to make fine discriminations in sound such as are required in adjusting machinery.
 
Fine, Acute Visual Abilities:  Fine visual acuity with the ability to inspect closely or to assemble small parts; color vision; or depth perception and/or field of vision.
 
Physical Strength:                   Exerting more than 100 lbs. of force occasionally, and/or more than 50 lbs. frequently, and/or more than 20 lbs. constantly.
 
 
 
MENTAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION
 
Reasoning Ability:               Ability to apply logical or scientific thinking to define problems, collect data, establish facts, and draw conclusions. Able to interpret a variety of technical instructions and can deal with multiple variables.
 
Mathematics Ability:           Ability to perform very basic math skills including adding, subtracting, multiplying, and dividing two digit numbers; the four basic arithmetic operations with money; and operations with units such as inch, foot, yard; ounce, and pound (or their metric counterparts).
 
Language Ability:               Ability to use a passive vocabulary of 5,000-6,000 words; read at a slow rate; and define unfamiliar words in dictionaries for meaning, spelling, and pronunciation.  Ability to write complex sentences, using proper punctuation, and using adjectives and                                              adverbs. Ability to communicate in complex sentences, using normal word order with present and past tenses and good vocabulary.

WORKING CONDITIONS
 
  • Worker is subject to varying inside and/or outside temperatures, which may include extreme heat (temperatures above 100 degrees) or extreme cold (temperatures below 32 degrees).
  • Work is performed both inside and outside.Subject to weather.
  • Must work in a very noisy environment, which requires workers to shout to communicate.
  • Must work under hazardous conditions including high places, chemical exposures, electrical current, moving machinery, exposure to blood, etc.
  • The worker is subject to fumes, odors, dusts, gases, poor ventilation, etc., which affect the skin or respiratory system.

SPECIAL REQUIREMENTS:

This position is designated as essential and, as such, all duties associated with the job are required during emergency situations which may include but not limited to inclement weather, disaster response, and emergency operations. The position location is subject to change according to the needs of the organization.
