POSITION SUMMARY:
Provides guidance and support for the operational functions for the Downtown/Midtown Tunnels under the general supervision of the Traffic Management Supervisor or other supervisory/management-level positions within the organization.
 
ESSENTIAL DUTIES AND ACCOUNTABILITES:
  1. Provide leadership, direction, and instruction to Control Room Staff (Traffic Controller I and II) and Patrollers in the support of the ERC operations program.
  2. Schedules, assigns, plans, prioritizes, and monitors the work of Patrollers and Traffic Controllers.
  3. Provide operational functions for the Downtown/Midtown Tunnels under the supervision of the Traffic Management Supervisor.
  4. Takes initiative during emergencies and provides leadership and direction of response
  5. Provide direction and supervision to Traffic Controller I and II.
  6. Apply incident management techniques such as monitoring, detecting, verifying, responding to, and clearing incident.
  7. Coordinate with State/Local Police, Fire, and Rescue during emergencies.
  8. Monitor and operate Traffic Management System components such as CCTV, variable message signs, traffic signals, variable speed signs, and overheight vehicle detectors.
  9. Monitor and operate Supervisory Control and Data Acquisition Systems (SCADA) such as tunnel ventilation, pump equipment, tunnel fire system, environmental monitoring, and power distribution.
  10. Demonstrate proficiency in the general operation of Control Room equipment and procedures.
  11. Maintain logs, forms, and reports, submits to Traffic Management Supervisor, and meets deadlines.
  12. Oversee and coordinate facility safety and security while on duty.
  13. Assist in the development of Control Room Staff (Traffic Controller I and II), knowledge, skills, and abilities through training and mentorship.
  14. Operate two-way radio system using clear, concise, and professional techniques.
  15. Maintain and update real-time traffic reporting via the Virginia Traffic system.
  16. Maintain and update event management system, Issue Trak.
  17. Document and notify maintenance forces of system and equipment failures and malfunctions.
  18. Direct field forces to respond during incidents and emergencies.
  19. Understand and apply Standard Operating Procedures and other ERC policies and regulations.
  20. Remain alert and maintain situational awareness with regards to facility security and access control.
  21. Perform all duties in a safe manner and adhere to all established safety guidelines and policies.
  22. Perform other duties as assigned.
 
EXPERIENCE AND EDUCATIONAL REQUIREMENTS:
 
Requires completion of a high school diploma, general education degree (GED).A minimum of three (3) years of work experience in traffic operations, safety procedures, security protocols, emergency response, and/or related functions. Experience dispatching personnel and resources during emergency situations. Experience in a control room environment is required. Prior experience supervising in a 24/7 command and control environment with knowledge of supervisory principles and practices.
 
ESSENTIAL QUALIFICATIONS:
  1. Strong interpersonal skills; ability to develop and maintain cooperative working relationships with others.
  2. Ability to work under pressure
  3. Ability to lead personnel during emergency situations
  4. Ability to remain calm and professional during routine and emergency situations
  5. Prior experience training others
  6. Ability to write reports
  7. Good customer service skills
  8. Ability to obtain a VDOT Security Clearance
  9. Ability to pass a Criminal History Background Check and drug screen
  10. Effective oral and written communication skills
  11. Good computer skills, experience using Microsoft Outlook, Word, and Excel
  12. Ability to multi-task/prioritize tasks and functions during routine and emergency situations
  13. Valid Virginia Driver’s License
  14. Familiarity with the Hampton Roads interstate system and geographic knowledge of the Downtown and Midtown Tunnel areas.
 
PHYSICAL DEMANDS:
This job is performed in the Control Room or on the jobsite and requires frequent sitting (often working on a computer/terminal monitor), occasional walking, standing, bending, and reaching.  Due to computer usage, there may be repetitive motions of the hands and wrists. 
No heavy lifting is expected.  Exertion of up to 25 lbs of force occasionally may be required.  Good dexterity for the use of common office equipment such as computers terminals, and copiers.
He/she must be able to navigate the jobsite and is expected to be able to comply with all safety regulations in the office and on the jobsite.

WORK ENVIRONMENT:
This job is performed primarily indoors but will frequently require working outdoors.  Exposure to loud noises, dust, dirt, heat, sparks, oil and smoke is possible.  Working in and around high traffic volumes is also likely during emergency response situations.  Work may be performed in a variety of climate conditions, including but not limited to severe cold, and extreme heat. 
He/she must be able to navigate the jobsite and is expected to be able to comply with all safety regulations on the jobsite.

SPECIAL REQUIREMENTS:
This position is designated as essential and, as such, all duties associated with the job are required during emergency situations which may include but not limited to inclement weather, disaster response, and emergency operations. The position location is subject to change according to the needs of the organization.
